The difference between an insect hive (like ants or bees) is that in the case of insects every individuals is important and as the same rank. As anybody here read The Ants by Werber ? Sure, every ants is born with a purpose she will follow her entire life, some to collect supplies, some to nurse newborn, some to fight, some to build, some to breed. But that doesn't make a fighter superior to a builder, or a builder superior to a harvester. They have a different function, but not a different importance, because they believe each and every one is important, and cover one vital aspect of the whole anthill.
That's why in Homeworld Pearls are inferior, because they are disposable, they're here to show the rank of the one they belong so they're not exactly "useful" (sorry to say that, but that's a fact).

While the crystal gem pearl isn't useless in the slightest, she has shown at times to be extremely incompetent, so sadly she's not too far off from home world pearls either.

Well our Pearl still has a bit of the mindset of the Homeworld Pearls so that's why she can be a little incompetent.

Yeah, exactly. Pearl still kind of has the mindset of the Homeworld Pearls, so that's why she sometimes needs someone to guide her (like Garnet and Rose) and is a little incompetent.
Incompetence? Hardly. Far from it.
What Pearls are about is servitude. You can clearly tell that Pearls come programmed to bond with their charges. Which is fine and dandy on Homeworld, but being on Earth freed our Pearl from the social norms of Homeworld, this blossomed into love for Rose Quartz - even worse, unrequited love.
Homeworld probably has Pearls being too fond of their charges being taboo to prevent this. Our Pearl was no longer restrained and this innate programming to bond with Rose went well beyond it's intended purpose.
Which,combined with Rose getting knocked-up/killed, really did screw our Pearl up quite a bit - and that is putting it lightly.
