I assume homeworld already had plenty of Quartz soldiers but used the kindergarten to grow more to help fight. I don't know if Quartz gems take less time, they might but reforming is different than growing in the ground. It makes sense for Quartz gems to be able to reform in a few hours since they're the main soldiers for homeworld so you wouldn't want them to be useless in their gemstone for too long.

Another example of soldiers not taking as long to regenerate is Amethyst herself. While Pearl took two weeks to regenerate, prior to Reformed, Amethyst did not seem to even try to take her time while regenerating. I think the concept of regenerating quickly to return to battle is programmed into soldiers' minds somehow, as an intinct.

I know this might sound kinda dark but I don't think all Gems reform or rather some of them have this skill taken away from them before they first form. I base this on the base concept of Pearls and what they are on Homeworld because they're not fighters or designed to enter any form of combat if a Pearl get "poofed" it'd probably be because they messed up at their role or were no longer what their masters desire anymore, they are an accessory and trends in accessories change often and so would the desire for different types of Pearls and their appearance, and so when one Pearl fails or becomes out-dated they're probably harvested to make a new one. This could also be why CG Pearl takes so long to regenerate, primarily she didn't take long to regenerate as shown by her flashbacks she seemed to regerate rather quickly, due how naturally she wouldn't of regenerated...

I don't think she regerated quite as quickly as the flashback shows it. Considering Amethyst regerated that quickly and she messed it up. I do think Pearl would've come back a lot earlier than 2 weeks, but not in a couple of seconds.
