Serious Steven only mildly teased the relationship between Garnet and Steven. And after the shock of Lapis Lazuli's intro, The crewniverse needed to bring the plot pacing down to keep kid's interested. Garnet's universe is all Steven and Garnet. It focuses on their relationship, it makes us ask question about Garnet, realize what kind of mother she is. All this on top of episodes like Fusion Cuisine and Alone Together are closer scopes into her character. In that sense I don't really see it as a filler as much as I do buildup. Garnet faces someone in Steven's story that she initially can't beat, and then after reuniting with two friends she gains the power to beat her foe. Sound like the jasper fight? sound like Ruby and Sapphire? (HopPY=RuBY, SapphiRE=HoppER) I mean Garnet has always been teased as a fusion. Ian said he thought the crewniverse made it almost too obvious. If you look at the intro for the pilot she's standing in between rubys and sapphires. If you look in the background of the opening theme song we all love, two shooting stars are shown in the background in the "Garnet!" part in contrast to one. There are no fillers. But hey, really off topic lol

I think that not everytingh has to be foreshadowing, even tough it's easier to see this after revelations and this show is amazing at it. This is, like you said, a children's cartoon, able to do sometimes things "just because". It's a little too far away with the (HopPY=RuBY, SapphiRE=HoppER) part. Also, it's easy to see the signs pointing that Garnet is a fusion if you know what you are looking from the begining of the show.
