At this point I'd say no, from the evidence we do have it doesn't seem like there is. Jasper didn't know who Smokey Quartz was in Earthlings, and even tho if there were Smokey Quartzs on Homeworld they probably wouldn't look like Steven and Amethyst's Smokey Quartz, they probably would be similar in colour and the colour of the gem would probably be the same.

Smoky Quartz would be unrecognizable to a Homeworld Gem like Jasper. Steven is the product of a human and a Rose Quartz. He doesn't look anything like a Rose Quartz. Amethyst, on the other hand, most likely just looks like a dulled-down version of a normal Homeworld Amethyst, save for her clothes. A Homeworld Smoky Quartz, if we go by typical Homeworld uniforms, would have a Diamond insignia and long, flowing hair, if the typical appearances of Quartz Gems are anything to go by. Diversity between gems is rare on Homeworld unless they are different types of Gems, and it seems that Homeworld was not eager to shut down this act; perhaps Fusion breaks the caste system they have set in stone, allowing Gems to get the advantages of a Gem they aren't while unfused.

This was also before they actually told Jasper their name. Smoky Quartz's appearance, again, if we assume that the typical Quartz depictions are anything to go by, is drastically different from a Homeworld Smoky Quartz. They lack a skintight bodysuit with a Diamond Insignia, they do not have long, flowing hair, they are more round and plump and lack defined muscle, and they carry most of Steven's features, such as freckles, his shirt, a tank top, denim jeans, and boots.

The Diamonds and the Homeworld Gems were most likely shocked because they had never seen anything like it. However, that does not mean that a Garnet has never existed before, not as a fusion. Fusion between two different gems would be considered "cheating", or commiting a scandulous act to get further up the caste system in their eyes, and at the same time, it also breaks it. It also gives these fusion Gems more power by inheriting the powers of their cooperators, respectively, and being able to combine them or use them the way their cooperators do. For example, Ruby has the element of fire, and Sapphire has the element of coldness/ice/water. When fused as Garnet, they can combine these two things to give Garnet the advantage of having electricity at her fingertips; something that a normal Garnet most likely wouldn't possess without being a fusion of a Ruby and a Sapphire.

Overall, there is definitely a possibility for Fusion Gems to exist on Homeworld without being a fusion. Before denying it, we need to remember that the Diamonds have a very strict and clear caste system that they use to keep those below them in place. Diversity is rarely seen on Homeworld naturally, and everyone is expected to follow the path made for them, but the Crystal Gems were the ones who decided to use their individuality to their advantage.

Uh I said that Steven and Amethyst's Smokey Quartz would be different to those found on Homeworld if there are any. Gems don't need to look exactly as they do on Homeworld for Jasper to recongise them, she recongised Amethyst as a Quartz without her in a Homeworld uniform and being smaller than she should be. I said that the colour of the gem would be the same, and they wouldn't necessarily need to have told Jasper their name as she could've recongised the gem as it being the same as a Smokey Quartz. However, there still could be single fusion gems on Homeworld, I just don't see it as likely at the moment. If there are then the question of, "If two gems fused would they form an Amethyst," and so on.
