With show's like this, its impossible to tell what's a filler ep and what's a plot ep. Its a real dice roll.

Straight up, Steven Universe, Regular Show, Adventure Time, Â and Gravity Falls are rivals with surprising us with hitting the plot button.

I don't think of them as rivals at all. Steven Universe has a long term plot (Homeworld Gems) but reveals it really slowly and only gives really subtle hints of what is to come. Â Regular show has no long term plot (really don't know the plot) that I can see but compensates with non-sensical comedy each episode brings. Adventure time also has a plot (of sorts; adventuring I guess?) but most episodes aren't really progressing it. Of all the four, GF seems to have episodes that clearly progress the plot (The secret of Gravity Falls, Oregon) more frequently when compared to the others.
OMG! How does Garnet have a sister, and... wow!
I don't believe this. Never heard of the person who sent out the tweet and a quick Google search shows no relation between her and Steven Universe. Then she leaves a hashtag for another series from another network. And plus, only two people have seen the tweet, one for a favorite and another for a source. Then she mentions Rebecca Sugar - I have no idea why anyone spoiling an episode would do this. This is false.
No you don't get it see, hitting the plot button means the plot could progress at any time, even when you think what you are watching is just a filler episode. All those shows do that and its great! And Regular Show's recurring plot is Mordo's love-life, and dear LORD did that season 4 finale hit the plot button- HARD!
That's the point. Hitting the plot button can make the plot progress at anytime time, it doesn't mean that each episode shows progression of the plot. I could name multiple episodes from RS that doesn't show progression of the plot at all. And just because a single episode (or series) shows a massive plot point doesn't excuses the other episodes (or series) lack of a plot. I'm not saying that RS is bad, on the contrary I quite like it, I'm just saying that there are some episodes where the plot button isn't even pressed.
