Rainbow 2.0 is not male, he uses he/him they/them pronouns, but technically speaking they cannot be male.
they use female pronouns and look female, but I do think it's significant that Rainbow Quartz 2.0 is the first of steven's fusions we've seen who looks male (and formed with the most feminine of the crystal gems as well!). Also it has been stated that gems can take on more male forms if they want to reform like that.

This is true, however in this particular case, it was confirmed that he uses they/them pronouns as well as he/him
What there are no hem him prounouns. Rainbow Quartz in non-binary. They justhave a male VA which means nothing. Steven Universe does drag Voice acting all the time.
In this case, Rebecca Sugar specifically clarified on the Steven Universe podcast that Rainbow 2.0 uses they/them/he/him and Sunstone uses they/them/she/her around the 49 minute mark.

its almost as if rebecca herself said that rainbow quartz 2.0 uses he/him on the steven universe podcast! to make the assumption that all nonbinary people use exclusively they/them is extremely misinforming. rebecca LITERALLY says in the podcast, "rainbow is he/him they/him, sunstone is she/her they/them".
edit: but on the topic of rainbow being the "only male gem other than steven", sure, he may appear male and also use masculine pronouns, but that can still make them nonbinary. again, making the assumption that all nonbinary people must be exclusively androgynous is simply wrong.
