There's just no good way to prove a child to be at blame for issues reguarding war. Steven is not an OP know-it-all. He is just a kid trying to help everyone. Apart of your arguement so far has been about how "things aren't easy, steven needs to learn". This is easier said than done when faced in highsteak situations. Highsteak situations can be interpreted differently between age groups, or levels of experience.
I"Again, not all Rose's fault. Steven is the one who gave Peridot the list of names, Peridot sent that list to the Diamonds. Lapis returns to Homeworld after Steven frees her from the mirror and heals her, only to be shanghaied as an informant in The Return. Garnet wouldn't tell Steven about the situation in Korea, Steven goes anyway, and Greg gets kidnapped. Sapphire mentions that Cluster has not yet emerged, and Yellow Diamond decides that she can send more minions to Earth to get more humans. These events happened after Rose, and Steven was somehow involved in catalyzing these events. Like mother, like son."
Steven does things with good intent and faces reprocussions. How could he know, however? It isn't unless he messes up that the CG starts to be real with him about anything. Much like Rose, Steven can't be at blame for everything. I think the biggest issue is that no one wants to blame anyone for anything. I can write a novel on why the diamonds are "super redeemable". It all can be traced back to Rose.
A fourteen year old should be cognizant enough to listen to his "elders". A fourteen year old should know not to talk to strangers and provide them with personal information, especially a stranger whose job it is to record information for "the enemy".
Garnet says that Rose never wanted Steven to know about the woes of war, hence her secrets. She hadn't anticipated the backlash of any of these events, but she still hasn't left Steven completely defenseless. Garnet and Pearl fought in the Rebellion, yet you've absolved them of any responsibility ever, which is hypocritical, and doesn't make sense.
If you'd like to address intent, then Rose and the other CGs were clearly trying to protect Steven, at least for as long as they could. They recognize that Steven may not be mature enough to handle everything, but they trust that he will listen to them, which he doesn't always do.
Speaking of blame, yes, neither Rose nor Steven have full responsibility of the negative events that occurred related to the Rebellion. Yet you chose to frame your entire argument as though Rose was the source of everyone's problems, and that nothing she's done has had any benefit for anyone.
But the Diamonds? They wanted to kill Steven/Rose Quartz, despite the fact that:
a) Rose and the CGs had not threatened Homeworld or its colonies in five thousand years
b) Killing Rose would not bring Pink Diamond back
Their entire system is about manipulating their subjects, and when they are deemed "no longer useful", they are sentenced to shattering. Rose didn't want to live like this, so she fought the system. Can you fathom what living under such conditions would be like, because Steven can't. If Homeworld had "won" Connie wouldn't exist, Greg wouldn't exist, Lars, Sadie, the cool kids, etc... and even Garnet wouldn't exist. Steven obviously wouldn't exist either. Who knows the fate of Pearl and Amethyst? So much for Rose being a burden to all of Steven's friends and loved ones.
And what what does a cut of beef have to do with any of this?
