They could be "programmed" to be able to talk anywhere even without air
The planets they colonize likely include ones without air/atmosphere and they gotta communicate with each other somehow

I would assume, much like how Rose shapeshifted a womb to birth Steven, that they automatically shapeshift a vocal box and vocal cords when they emerge, or shortly before, as they’re forming. And about the talking without air thing, I’m sure that’s just some sort of thing to do with their brain chemistry, if that makes any sense.
