Likening Greg's kidnapping to "rescuing" a stray cat is not an apt comparison.
First, stray cats aren't completely helpless to fend for themselves. In fact, a lot die because of humans (i.e., getting hit by cars). This can also happen to animals that live in a home, but tends to occur less if the owners/handlers are responsible.
Even though Blue Diamond arguably viewed Greg as a pitiful mongrel, she failed to assess his and other human beings' situation on Earth, discounting the Cluster.

How curious. I'm impressed by humanity's ability to survive in the wild. What a strange planet. Where else would a being as fragile as a human live, while a being as powerful as a Diamond, perish?

Impressed? It? Greg has spent his entire life "in the wild", along with some 7 or 8 billion others living on Earth. It is the very nature of Earth's species to adapt and thrive on the planet. She knows so little about the planet they've occuppied for millennia, but is still inclined to belittle creatures she knows almost nothing about. This ignorance is more akin to human attempts of domesticating orcas, chimpanzees, and big cats, all of whom are much smarter than we give them credit for.
Azoo 's very nature is for the owner/curator's amusement, and signifies his/her wealth and power. I believe word choice is important here, because they could have just as easily used the terms "preserve" or "sanctuary".

Legacy is pretty ambiguous here, but as you can see, her primary intent is directed at Pink Diamond, not Greg. I don't understand why people keep overlooking something so evident. This is further supported by the fact that Blue hasn't even bothered to visit Greg or the human enclosure, but rather cry alone in a room full of bubbled Rose Quartzes. She wasn't planning on hauling off billions of humans to the zoo, but a select few to maintain the legacy of her loved one. And let's not forget that Yellow Diamond only approves of the Zoo because she wants to appease Blue, not because she is philanthropic.
On the subject of the Cluster, we seem to be forgetting that the Diamonds are the ones responsible for the geoweapon. It is only noble or virtuous to perform CPR on someone that I didn't try to drown beforehand.
