Based on production codes, the third block (which became Season 2) would've ended with Answer, ICBG/Received/Log Date. Steven's Birthday is the first episode produced in the fourth block (which became Season 3), but obviously fits between Answer and ICBG, so it's part of Season 2.
This, by the way, is probably why CN's website is confused and starts counting Season 3 from Steven's Birthday.
