After having a quick skim through it seems to me like the book was probably completed sometime in during the short break between Reformed and Sworn to the Sword. Considering neither Rainbow Quartz nor Sardonyx are mentioned despite both appearing months prior to the book coming out, and no mention of Pearl training Connie as a fighter that seems to be the most likeliest time frame. That said if I had to guess maybe the book was being continuously worked on throughout the end of season 1 and season 2, which would maybe explain why Garnet and Amethyst so frequently change designs (Garnet seems to have her old skin tone but new outfit in most of the illustrations for example)
