Okay, let's set things clear:
Rose Quartz was a pacifistic terrorist. she led the Rebellion, and although she was against shattering gems, events unfolded that resulted in Rose shattering Pink Diamond for the good of the Earth, whether she intended to shatter or not. if this was before the creation of the Breaking Point, then this was the catalyst for why she would never shatter again.
Ross isn't real- I cannot stress this enough. When a character makes a hard choice, their actions speak volumes about their character. it makes them layered. Rose's decision to shatter Pink Diamond- if we ever learn the full story about that, will say much more about Rose Quartz than Pearl, Garnet, Jasper and Greg ever could. We've been seeing Ideals of Rose from other characters- we know her as they want to know her.
I'm going to tell you a little something about Abraham Lincoln now. See, Lincoln is known as the man who fought a war to unify the United States, free the slaves, and make slavery an illegal practice. Most Americans know this. However, most of them are unaware of what Lincoln wanted to do afterwards (And never did as a result of being assassinated): See, Lincoln wasn't actually all that fond of Black People himself, he just agreed that it wasn't right to own them and force them to work on the plantations. As soon as the slaves were freed, Lincoln wanted to round them all up and ship them back to Africa, which depending on your views could be either good or bad, but I doubt we'd be living in the same kind of world today if this had transpired. and yet, History glorified Lincoln. Lincoln is seen as the greatest president of all time.
Garnet and Pearl glorified Rose, shoving the shattering of Pink Diamond under the rug. Jasper demonized Rose, focusing entirely on said shattering and her defection from Homeworld.
There is no "Second Rose/Ross"- There are simply many people who see Rose Quartz for many things.
