What Steven Bomb 17 said, both technically and literally they are not, as they don't even come close to the definition. They're there to clean up their own mess that was started with Pink Diamond's invasion of Earth, keeping their nose out of the human legal system.

All you've said in response to me and Steven Bomb 17 is "what makes a vigilante a vigilante?" and when they gave a definition you told them that makes no sense and when I agreed you said it was funny. I'd be open to an honest discussion but the point of a discussion is to discuss, not to disregard the other side's opinions and input

That's the point though, the Crystal Gems don't work for the government, and aren't even citizens at all. A vigilante would be a citizen going against the government and taking law into their own hands. Since the CG don't even belong to a government, nor do they interfeer with the legal system or try to go around/act above it, how would they be vigilantes?
Also, being a superhero does not make you a vigilante, since I'm assuming you enjoy superhero films (having names Spider-Man, Luke Cage, and Daredevil), you should watch Captain America: Civil War, that's actually the main subject of the film. Some of the superheroes (led by Iron Man) wish to follow in accordance to the law, agreeing with the government. Others (led by Captain America) wish to go against the governments new laws about superheroes. That would make Captain America's team vigilantes, but Iron Man's team are not.
To further on this, the Crystal Gems have shown cooperation with the human's before. I believe it's been stated that if they're asked to leave, they will go willingly and without a fight.
Would the Crystal Gems even count as super heroes considerinig they don't really have dual identites?
In my opinion I think they count as Superheroes. A good example would be Thor, who acts as a superhero in several instances both on Earth and in Asgard, and is also part of a superhero team, but doesn't use an alter ego or duel identity.

Reguardless, the film version of Thor still fits my example, and I'm sure there's others that's just the first that came to mind
