I think the fusions are just designed based on what looks cool. I don’t believe for a second that Steven’s bond with his dad “isn’t strong enough”, nor do I believe that with any of the other four-armed fusions.
This this this!! I think Fluorite flew the whole "extra body parts/general monstrousness is based on stability" thing out out the window anyway, since she's a giant multi-armed caterpillar with a humanoid head and who is incredibly strong and stable.
Even Rhodonite, who is supposed to be a strong stable love relationship like Garnet, has multiple eyes AND multiple arms, while Opal, a friendship who used to struggle to stay fused, only has multiple arms. For me fusions dont have "rules", they just look as cool as possible and, most importantly, they look like they want to look.

did you guys seriously forget that steven's powers were being weakened severely? after separating the fusion, didn't you see how deprived of life/energy he was? the fact that his powers were being weakened most likely had an impact on steg as a fusion.

Aside from suddenly ending, I don’t think the look of the fusion was different because of Steven’s power deficiency. There’s absolutely no evidence supporting that. I think you’re trying way to hard to explain something that doesn’t really need an explanation?
Rebecca has stated in the past that there weren’t any set “rules” for how a fusion should look. Extra arms, legs, mouths, eyes- generally meaningless. Sunstone has a fireball for a head for cripe’s sake! For Steg, they liked the four-armed muscular anime looking guy idea, and went with that because it was cool (and very visually unique- Steg as a concept could’ve easily had a boring design since Steven and Greg don’t have a ton of visual differences.)
If you want to headcanon that idea, I can’t stop you, but if Steg shows up again, don’t be surprised if he doesn’t look too much different.
I think the reason why Steg Has 4 arms is because that is just the way they made him look
I usually think that fusions, as well as gems, can have whatever look they want. But they choose to respect their original form out of respect. Remember that Pink Diamond is the only gem on the series that have been reformed into a completely different form. Maybe it has some compensations. For example, as Pink gained mass when losing height (to look as a Quartz), Steg would gain height or muscular mass if he lost his extra arms.
